Cycle counting based on qty consumed & not value

Hi,

can we carry out cycle counting based on the qty of a material consumed or required quantities rather than value----

scenario: client has hundreds of materials with 0.01 p price due to previous implementation and how the system was setup.& other requirements

.......

if we now setup cycle counting based on value (MIBC)- even if a material was consumed in large qtys but has value of almost 0, the count determined is not what we require.... we need to determine the indicator automatically based on quantity rather than manually fixing it on the item master.

Is there a way to set CC indicator (automatically using MIBC or some other program) based on the consumption quantity or requirement qtys only & not values.
