When you do the listing we are assigning assortment user to assortment module hence articles would be available in specific stores, if the articles are not listed in a store then you can't sell article from store. In case of promotion you can sell articles from stores which are not listed.
You can do this by doing listing activity in subsequent processing during promotion.This listing is valid only for the promotion period.
