I am creating shipent change document so, i want to give a table control to the user taking shipment number as input , how do i do this .

You can check in at Table VTTK (Shipment Header) where you will have Shipment Number.

Following are the steps for creating Table Control.
1. Create new Structure for Table Control (VTTK - TKNUM). Enter the required field save and activate.
2. Create program (SE80) - rEP bROWSER - pROGRAM ensure yu create TOP INCLUDE and save
3. Create TOP INCLUDE (VTTK - TKNUM).
4. Create Screen.
5. Create Table Control.
6. Populate Table Control.
7. Create Flow Control (Specify PBO & PBI)
8. cREATE tRANSACTION.
9. Execute Transaction.
Abve all kindly take the help of ABAPer.
