Roles in HCP not working

I am using Australia HCP( portal service, but I add an acount (e.g. p123) to role manager, but it's not working, only shows the blue background, no fiori flowers on it, no error msg. Now I can only workaround by assgn p123 to TENANT_ADMIN.

Below is my steps:

1. In Portal Service -> Configure Portal Service, new Role A, assign Individual Users p123. [In groups section, I added nothing, because I am not sure the group is tile group or user group.]

2. In Portal Service -> Go to Service -> Content Management -> Roles,

Define Role manager, Catalogs X, Define Groups that contains the Apps
