HCM Data Scrambling

Experts,

Does HCM data scrambling functionality come out of the box with an ECC 6.0 installation or is there an add on/separate component to turn that on?

A web search showed me multiple 3rd party tools available to do the same. Are there any tools within SAP that can help achieve HCM Data scrambling?

Any tips on the above will be gratefully appreciated
