It sounds like you just need to utilize the excel protection/locking functionality. If you are using EVDRE, you can perform some of these operations using the FORMAT section, by using a FORMAT near the end that indicates to utilize the excel fomat protection or locking options.
I would advise gathering the EVDRE advanced formatting How to Guide from SDN, which should have some tips.
