Very simplistic....

The Fiori Launchpad is part of the UI Add on for SAP components (you will see FLP, etc) to allow users to launch UI5/SAPUI5, Transactions, Webdynpros, and URLs as tiles. Read up on Fiori, S4HANA, etc. for more information.

BI Launchpad is part of Business Objects (BOE). There is now a "Fiori-like" version of BI Launchpad. This blog summarises it

https://blogs.sap.com/2017/05/16/fiorified-bi-launchpad-in-boe-4.2/

You can add a BI link in the Fiori Launchpad using URLs or even embed some reports.

items can be added to Fiori Launchpad if you know the URL. You cannot dynamically update the tiles when reports are published to categories, folders etc

You could like your launch pads by adding a tile to the Fiori Launchpad that opens the BI Launchpad. You could also consider creating tiles for top 3 to 5 reports for a business role so that they are available directly on the Fiori Launchpad and keep to single entry point for the users
