PR workflow

Dear Experts,

I have made a copy of std. workflow WS20000077 for PR release. In that i am using copy of rule 20000026 given in the default rules tab of task TS20000159. I have 3 release codes defined 1. creator 2. checker 3. approver and i have assigned 3 users for these codes. I want my std workflow to send workitem to all 3 users until all three of them release PR. But currently once creator releases PR i am getting work item in 2nd level that is checker. Once he releases PR its not going to approver. The workflow completes. Should any loop step be added to std workflow such that workflow loops until all three users release the PR.

Also as per the std workflow creator who releases PR at first level is not getting workitem its only checker that is second level user who is getting workitem. Am i missing anything here or is it the std functionality that only checker will get the workitem first.
