Activity type pricing (KP26) with old exchange rate values (OB08)

Our organization is setup with one controlling area (USD) and different company codes (USD, EUR, CNY). We use activity types in our project system and HR records to keep track of internal labor bill rates. We maintain the planned price for each activity type in each cost center using KP26 transaction. For some reason, the system uses an old exchange rate. Even when I update the exchange rate in OB08, it does not change the price in the activity type.

For example, the old exchange rate was 1EUR to 1.2USD. I updated the exchange rate table to reflect a 1EUR to 1.299USD exchange rate for the current period. When I look in KP26 for the current period and switch between a price view for USD and EUR for a specific activity type, it still reflects an exchange rate of 1.2. The planned budget and actual costs (for the current period) that show up in the project planning board (CJ2B) also reflects the old 1EUR to 1.2USD exchange rate.

I've tried changing the exchange rate type and/or value date in the planning tab of the fiscal year for maintaining versions in activity based costing (OKEV2). Nothing really seems to have an impact on the activity type price and/or what is on the project board. Does anyone have an idea why this is happening?
