Why does IA08 force me to shut down SAP to work properly?

Sometimes while using transaction IA08, my SAP gives me the error "Only task list status with ID "Released" possible for maintenance item" when I try to set a status to 5 to delete it and deletion flag the task list. However, if I shut down SAP, log completely off and back on and re-run transaction IA08 it successfully deletion flags the task list no problem. I have sent this to my IS support team, but not had any luck resolving this issue. Any advice would be greatly appreciated.
