I want to know how the test management is done in SAP Solution Manager.

I am not able to open any of the link as it asks for username and password.

You need to get a user id for SAP Service Marketplace / SAP Suppotr Portal.

[www.service.sap.com] -> SAP Support Portal

Request the user id it from the Sys Admin of your company or try to request it via the link

[www.service.sap.com/request-user]

Do i have to be a customer or partner to get the user id.

The links refers to general Test Workbench, which is part of NetWeaver Basis.

SAP Solution Manager provides functionality on top.
