Workflow from ECC to Solution Manager

HI Folks:

I am hoping that one of you can clear up this up for me.

I have been asked to set up some sort of TMS Workflow that would essentially send a notification from ECC to Solution Manager.

This notification would be sent once a task has been released in a transport, notifying the lead that a task has been released, and that he/she needs to take action on it.

We are not looking to create custom workflows here, but would like to know if that is possible.

We have looked at ChaRM within Solution Manager, but I wanted to know if it can be configured to send a notification once a developer/configurator releases a transport out of ECC/SRM etc etc.
