Reg ECM Budgeting

Hi Experts,

Please help me understanding this in ECM

If holdback is the unallocated amt. For FSS if 100 is the budget and 90 is allocated

will the lower level manager for the first level of FSS see that 100 is unallocated, or will he only see 90k as his bucket to spend [cascading downwards]
