When will the campaign create lead after trigger?

Dear experts,

I want to create lead when customer finishes survey from campaign.

Here is campaign's build, but after submit form, lead is not created accordingly. The marketing interaction stops at "form submitted" instead of "lead".

Is there any background job running for creating leads? Or is there any configuration missing here?

Dear Tracy,

I think the New leads will not be created when there are already existing leads with Open/Qualified status with the same Account. However, you can manually create the leads for the same account while it is not possible via campaign execution.
