Central Person already exists

Hi,

when i tried to replicate user systems hows an error message as

user not created or errors occured during user creation." central person" already exists for user XXXXXX

i have checked in org structure.that user is there but not assigned to any org unit.

i tried to delte that user but i am not able to do that.

How can i link the user to any org unit
