Tomcat isn't in my download

I downloaded Crystal Reports 2016 and it never came with Apache Tomcat. We are trying to simply connect to Crystal Reports through an internet browser and we cannot. We know that the address and port number are correct, but we cannot connect. We assume that it is because of Apache not being on our download. Could someone direct me toward a download of Tomcat or explain why I cannot connect through my internet browser?
