Business Analytics

Hi - I have had an issue with users access in Design Reports only seeing TEST Data instead of Unrestricted. I can solve this by allowing them access to PDI_PARTNER_DEVELOPMENT but it seems like there should be an easier way. Would appreciate any knowledge on this.
