What are the the possibilites
Material xxx stuck in QI at stock provided to vendor.
UD has been done.

when stock is under QI provided to vendor it can be removed by MB1B , 321 O mvt.
Hi
You can do transfer posting to transfer the stock from Quality to unrestricted with movement type 321
or again you can create an inspection lot through QA01 aginst the vendor and post the stock after UD.
