Since from CRM5.0 IPC comes with CRM install, what else a basis admin can help with IPC?

You need to perform the below Activities:
Enable the Virtual Machine Container (VMC), as described in SAP Note 854170
Install the SAP Application Plattform (SAP AP) addon, as described in SAP Note 848412.
Configure the connection between the ECO-ERP Web application and the APSystem.
Register a New Consumer in ERP
Specify RFC Destinations in AP system
