Business place & Section code in WHT

Hello Expert,

In WHT is it mandatory to create in Business Place and Section Code? Suppose client (France) want to implement WHT in their business to deduct that from the vendor.For France WHT what are all the mandatory customization. As of now they want standard WHT configuration.

Note: I worked WHT on domestic client.
