Material Master

Freinds,

In general while making purchase requisition in SAP systems we took the items from material master record.But our users dont want to pull the items from Material master.Instead of that they want users should be able to enter the item details as per their wish while making PR.But Material master record will keep the entry once the item will be supplied and ispection has been done.How this can be done in SAP systems?
