XI 3.0 to PI 7.1 upgrade

Hello Experts

I have any activity to do the upgrade from XI 3.0 to PI 7.1.

Can you plz direct me to move from scratch.

As per understanding

XI 3.0= Source system

PI 7.1= Target system

I have to downlaod the CDs and DVDs of the target release??

Correct me plz if I am wrong here.
