Uploading Function Actions & Function Permissions in RAR. Following Configuration Guide templates ac53_configuaration_guide on page311.

It seems the file you are uploading has some issues. Either it contains extra column or extra field in one of the rows. Can you check the file and upload again? Make sure to save the file at Unicode.
