BPC 10 only opening when IE is run in Administrator mode

A user is getting a white screen after entering his credentials. However, when I open Internet Explorer as an administrator and he logs in, everything appears as it should. We do not set our users up as administrators so we cannot give him the password. What could cause this and what would fix it? Anyone ran into this? He is on 64 bit windows 10 with IE 11. I did reset the settings, add to trusted sites, compatibility, etc as well. Only works when running IE as administrator. No other user is set as an administrator and can login with Internet Explorer without issue. IE version is the same, same OS, same Internet Settings, etc.
