Translated Strings are stored in <AppName/Service>_<lang>.properties file in Unicode format.

The dialog Text is located in the "Strings_en.properties" file, which is stored in "webutil_en.jar".

There are about 20 "webutil_" files, one for each application/service and the same for each installed language.

You can find it under ".....\tomcat\webapps\BOE\WEB-INF\eclipse\plugins\webpath.<AppName/Service>_lang.en\web\WEB-INF\lib"
