Hi,
Procurement for Public Sector (PPS) is tailored to meet the procurement needs of public sector organizations. PPS is based on SAP Supplier Relationship Management (SAP SRM), in many cases extending and augmenting standard SAP SRM functionality to meet the demands of public sector organizations.
Please refer information available in the below link to understand the functionalities available in SRM 7.0 PPS

Hi,
Main functions of the SRM with Govt Procurement is to procure the material (or) service through TENDERING process(Or) Bidding Process
In SRM 7.0 - There is a new functionality specifically designed for the Govt Sectors is
Procurement for Public Sector (PPS) - SRM 7.0 -PPS .
In Tendering process there are mainly three Types
1. Single Cover System
2.Double Cover System
3. Three Cover System.
SAP SRM 7.0 PPS is suitable for all the Types.
Tender fees payment ,EMD payment, can be configured in the SRM 7.0 PPS
Steps
Purchaser will publish the Bid to the Vendor (SAY 5 supplier)(Supplier)(ONLINE) in SRM 7.0
Vendor will submit their Bid (5 Supplier) -Technical Bid and Price Bid.
Price Comparison is done (4 EYE principle is followed in SRM 7.0)
Best Price is selected and the P.O is placed.
In Govt Org every service or material procurement is only by BIDDING.
So SRM 7.0 PPS is best suitable for the Govt Procurement organisation
In SERVICE.SAP COM : enter your LOGIN ID & Password
Go for search to SRM PPS you will get material
Regards
Ganesh
