Approvers for approval workflow depend on your business rules so they are currently determined according to workflow you use...
What is exactly your need ?

SRM 4.0 and i dont know the Workflow...where we can check the workflows which are using in system for before creating shoping card
Have a look at SWB_COND transaction: all workflow with starting conditions will be displayed.
Look for the one dedicated to Shopping Cart.
