PA 3.3.4 on a server, Licensing for some users Unlimited, others Trial

Running PA 3.3.4 on a server, issue with licensing. On login, one user considered "Trial" and others "Unlimited" for licensing. All users have administrator security for the test. What determines the licensing by user?
