Help Menu not accessable on workstation


I can not access the help files on my workstation.

System Message: "Help files were not found. Would you like to download?" OK selected and the system attempts to download but nothing happens.

I go online to Documentation and attempt to open the On Line Help 2007 A English the file will not open.

The Error Message is - Navigation to the webpage was canceled - Retype address.

I do see the Contents Folders but nothing will open.

I know it has to be something very simple possibly with Internet Options and possible security but I have not been able to locate the problem and fix it. Can you help?

I am running Internet Exployer 8 and Symantec Endpoint Protection. I am also running Windows Vista and if you click on the HTML file there is not an unblock button.Could one of these be the problem?
