TO for inbound delivery - items deleted from inbound delivery

Folks,

I have a TO for an inbound delivery which is still open. IN the meanwhile the user has deleted some items from the inbound delivery. This was somehow possible. However, the TO cannot be cancelled anymore because it is missing its reference document. Any suggestions on how to solve this? And prevent from happening in the future (so not possible to delete items in case of open TO's).
