Is there a supported way to restore a 'deleted' user?
Client has accidentally deleted a user. The database record is not actually deleted, but OUSR.Groups is set to 99, so the record is still there.
The clicnt does not want to replace the deleted user with another because they have several databases so they would have to do it in them all to avoid using another licence.
I suspect that there is not a supported way to do this, but I thought that I would check on here.

Summary
Symptom
It is not possible to recreate a user that has been removed with the
same user code. When trying to do so, error message "Cannot insert
duplicate key" is displayed.

It is by design that a user that has been removed is still stored
in user table OUSR as he might be linked to transactions and
therefore needs to remain in the table. The field "User Group" in
table OUSR indicates whether a user is deleted or not (deleted users
have the value "99" in this field).
Solution
You need to recreate the user with a different code.

It would not be possible to restore a deleted user.
You have to create a new one with similar code to the deleted user with some changes.
The Note referred to you by Jeyakanthan is relevant in your case.

Create a New user code Instead of deleted user. Not Possible to restore a deleted User.
