New account customer signup unique email problem

In the membership config, I turned on "RequiresUniqueEmail" to make sure all users have a unique email. But it does not seem to work, even after restarting the webserver.

Has anyone see this problem?

Furthermore, is there a way to verify the person's email as part of customer signup? If we don't verify their email there is no certainty that the email belongs to them or that it is correct.
