Please check in System Configurator reporting data protection rules.
In default some options are checked.

OK. Did you use sample chat client from SAP CC instalation package? (ChatAS)
In my opinion problem is with sending chat data from client side. Please check server chat portal logs. There from what I know you can find which exactly data chat client sends to server. Please increase chatportal loglevel to debug for that.
