Conditions like RA01 & FRB1 are missing in header after saving the PO in ME29N after Release

Hi Gurus

I am creating PO with RA01 & FRB1 Conditions types by maintaining in Header. So as we are having existing Release Strategy PO is going to release strategy. Here after releasing PO in ME29N while saving the PO the conditions which i maintained in Header are missing. But if i am maintaining in Item level I conditions are not missing and working as per expectation.

Could anyone tell me that is this happening due to standard.
