My understanding is SAP is not yet released SAP Environmental performance module. it will be released later part of this year as part of SAP EHS Management Initative. SAP EHS Management is a mix of Product Compliance, Enviornmental Performance and Occupational and Health Compliance.

SAP Environmental Performance is a mix of previous SAP EH&S Waste Management and SAP EHS Environmental Compliance.

For further clarification I suggest you to raise a OSS message.
