What are the pre-requirements to use BDT for enhancement?

In following link there is a table GTC_RESPONSIBLE in se11

I am not able to find that table .

Also when i finish all steps and call GMGRANT transaction it says "Grant dimension is not active"

Can you please tell me what is the problem?
