you can make mandatory in SPROMATERIAL MANGMENTPURCHASINGPURCHASE REQUISITIONDEFINE SCREEN LAYOUT AT DOCUMENT LEVEL.
Maintain this setiing at document level.
Ex: NBB-Standard.

If you are using ECC 6.0 Release 604, then use T Code OIPSMDMAT for making this field mandatory. This is availabel in PS itself.
