Planned and Actual Costs on Orders (Availability Control)

Dear SAP Experts:

Can anyone explain why costs booked on a (WBS) Order through a straight Purchase Order or Purch Req is not subject to availability control immediately? This means you can go over the Budget limits. It also does not show up on the Budget report s_alr_87013558 until after goods receipt.

In my scenario, I have Orders which are assigned to WBS Projects. This means that the Orders are budgeted for through the Projects. Everything works okay when POs or PR are created from the Orders (IW32/IW31). However, if a PO or PR is created directly (me21n) and the same Order is assigned directly, it is not subject to the same controls of Availability Control.

However if the controlling WBS is assigned directly to the PO or PR, the costs are subject to Availability Control (which makes sense) and the costs show up on the Budget report as commitments (which is fine also).

Why doesnt the same thing happen when you book to the Order directly (me21n) since the Order is assigned to the WBS Element?

I would really appreciate some insight
