can't start Visual Administrator because can't find go.bat file

I've searched the internet and forums to no avail.

I've installed SAP NetWeaver 7.0 SP14 SR3 on a Windows 2003 machine without error, so far everything I've checked works.

I need to start the Visual Administrator, the documentation says "Start the Visual Administrator by calling the go.bat file in the C:\usr\sap\J2E\JC00\j2ee\admin directory. A Java Swing application opens, which you can use to manage both local and remote systems"

But I don't have any C:
usr\sap directory and I can't find the go.bat file anywhere.

What is going on? Did I not install something that I should have? I followed the install instructions to the letter. Should I download the Visual Administrator and install it? (but the install instructions never mentioned it)
