Unable to Forward a Workitem to a perticular user.

Hi.

A user is not able to forward a Workitem to his manager ( maintained correctly ), when he tries to forward the workitem, the same workitem comes to his own inbox. We have checked if the user if the user is a substitute, but he is not.

The user was able to forward the workitem to anathor manager, but not the intended one.

Just woundering what could be the reason.
