We use Status and Tracking System (STS) to control the planning proces. We use Bottom-up planning.
Let say we have three levels in the hierarchy.
a (top)
b (middle)
c (bottom)
The first problem is that the second level (b) can be sent for approval even if the bottom (c) level was not even set for processing. It should be allowed to sent level b) for approval only if all of its "children" are approved.
The second problem is that if all of levels are approved the bottom level can be "Set to Review", then "Back to revision". The data can be changed. The level can be sent for approval and finally can be approved. All the activities are performed without information to person responsible in the top of the hierarchy. In my opinion the "Set to review" should be available only if the higher level has the status in processing (not approved or in approval).
