FM reassignment transaction FMCB did not select records

Hi,

I executed FMCB to select PO records for reassignment, but there was no record selected. I understand that the selection would work if the document indicated is the beginning of the document chain. I have tried successfully for a PR, but when tried for a PO that was not created from PR, it was not successful. Why?
