What parameter (system or security object) can be used to limit the number of batch processes that a user can consume at any given time?

I do agree with Juan that there is no way by which you can limit the number of jobs submitted by a end user in the system.
You can limit the jobs executed by a RFC user in the system. But if a user who logged into your system using SAPGUI, can submitted any number of jobs.

As far as I know you cannot limit the amount of background processes per user... but theres other ways around it, can you explain your scenario?

rdisp/wp_no_btc parameter is used to set the amount of background processes in an instance.
