Solman - Change manager can approve all Requests for change. Even of another change manager.

We have configured standard charm in solution manager SP05. As per standard process, the change manager approves the Request for Change that has been assigned to him and then a change document is created.

My issue is that all users which have been given role as change manager are able to approve all Requests for change. Even if it has been assigned to another change manager. I am not able to find from where I can restrict that.
