Error while uploading time sheet

Dear Consultant,

We have negative time management system. We do not run payroll on SAP but have Time Management System. We upload Timesheets in SAP using CAT2. While uploading Timesheets we got error as

" SUBMIT authorization GVAL required for program RGUGBR00".

What could be the reason?
