Not able to Convert Posting Change Notice to Transfer Order

Hi Gurus,

I have a scenario wherein, a Usage Decision was done (QA11) for a particular material and the stock was accepted and moved to Unrestricted Use from Quality Inspection. A Transfer Order should have been automatically generated, instead Posting chage notice was generated. Now when we tried to convert the posting change notice to Transfer Order its giving following error - *No Quants exist for posting change*

What could be the Problem?
