In Standard scenario, if the material is choosen from catalog for creation of SC, the price maintained in catalog takes the priority. If a material has no catalog, then the system searches for valid source of supply like Contract or Inforecord to get the price.
In case if you want to change this standard behaviour, you can try these notes 419528 and 411992
