localjobs/Test Listener could not be created

hi Team

I have installed PI 7.0 with oracle 10g

ume is not coming up..ad congiguration tab..is not working..

some tabs are not working in nwa..

it shows javascript:void(0)

when chcekd with the trace files and application logs it shows that

localjobs/Test Listener could not be created

Can you plz assist with the issue..
