Transferorders are cancelled without any reason

We have a strange behaviour in WM now, when we create a TO for a work order. mvt 261 and then for a transferorder 601, the same material and the same bin. The first TO is canceld even when there is plenty of goods in the bin. If we do it the other way, first 601, then 261 it creates 2 perfectly fine TO's. I have spoken with a lot of other people now an not a single one have experinced this before. The time stamps shows that the 261 is cancelled exatly at the same second as the 601 is created, and the user that creates the 601 is the one that SAP says cancel the 261. When I tried to block the 261 TO by having it open, the 601 was created with no problems and everything was fine.

Does anyone have any experience with similar problems?

    The cause of this problem was the use of IS-DPFS. During development Cross docking was tested, and decided not to be used. The warehouse the testing was done on was one of two that was transported to reference system and production system. Cross docking was never activated in these systems since it was not to be used. But the values in the tabels was there and function modules was there and used these values. Since warehouses are masterdata in IS-DFPS everything is copied when we create new warehouses and then we suddenly had a lot of cross docking customizing done without knowing about it. Now we have deleted the values causing the problem.
