Flat File toOutbound Idoc

Hi all

I have requirement to create program which convert flat file to Outbound Idoc.

SAP provides one program which converts Flat file into Inbound Idoc

Program name is : RSEINB00

But I did not find any inbuilt prgram in SAP which conevets Flat File to Outbound IDOC?

Any inputs?

Which program or Function module i can refer?
